MoD enhances social protection for cadets at military higher education institutions

From May 2025, increased monetary allowances have been made available to cadets of higher military educational institutions, military training units affiliated with higher educational institutions, and professional pre-higher military educational institutions. 

Pursuant to Cabinet of Ministers Resolution No. 455, initiated by the Ministry of Defence, this has been in force since March 1, 2025. Accordingly, cadets will receive the increased monetary allowances retroactively covering March and April. 

The increase is effected by applying higher tariff coefficients to base salaries and granting corresponding allowances, including those awarded for examination session results. Funding is provided from the state budget.

Prior to the resolution’s enforcement, cadets received monthly monetary allowances ranging from UAH 2,880 to UAH 3,145. Following the resolution’s entry into force, the minimum monetary allowance for cadets is approximately UAH 8,000, with the maximum—for senior cadets with excellent examination results or those undergoing internships—reaching UAH 20,100.

“This decision represents a continuation of the state policy aimed at guaranteeing appropriate social protection for cadets and provides an additional motivation for young people to undertake military education,” said Serhii Halimskyi, Director of the Department of Social Support at the Ministry of Defence of Ukraine. 

Under the Law of Ukraine “On Military Duty and Military Service,” cadets of higher military educational institutions are considered military personnel.

Accordingly, they are provided with full state support and benefit from all associated rights and social protections. In particular, cadets are entitled to free education, accommodation, meals, medical care, annual vacation leave, and other social guarantees established by law for military personnel.
